I've had issues with kids running around following me when I pick the sniper class and they cry they want it then flashbanging and shooting with their pistol and just shooting randomly to draw attention to the spots your trying to stop and scope in at. There has to be something else to do than suck it up and let them make your game crappy because of their idiocy or leave and find another match.

Yes and no. PC is hurting for player count, and PC has private servers with admins who could easily take care of something like that. If they actually play the game the right way the vast majority of the time, I think it'd be pretty easy to police the times they don't.
[TOS Violation], there are a number of PC servers with all weapons unlocked, so they can all take the M24 if they want.
