This seems like a strange view of what the 'people's internet' is. It's not some commodity available in a box, it's a bunch of cable and routers connecting computers at many various distances around the world.
OF COURSE a connection to another server will be totally different! And packet loss isn't generally caused by servers, but by busy route hardware.
