No but Since the last update not sure why but recoil does seem like it has changed there seems to be more recoil at long distance. I have a new mouse so maybe its just that its taking a while to get accustomed to it
I'm not aware of any recoil changes on PC made in the last 10-11 months. My data only goes so far back, so those numbers are probably untouched for way longer than 10 months.
The same is true for the sway of the weapons.

I was just about to comment that the reticle seems to move before the shot actually appears to go off. Even in single shot mode. It's especially noticable aiming long distance, if I aim with the red-dot sight on the M4 at someone at the far end of the bridge in single shot, the red dot moves, then the shot fires.

PC or PS4? Can you by any chance make a video of it (preferably in 60 FPS)? I don't have this feeling, but I'm using the M4 rarely (M16+red dot FTW!).

I just tried to recreate your issue, no success. The only thing I was able to see is the bullet's travel time - so that the impacts happens after the dot moves, because the bullet has a long way to. But the impact will be at the position were the dot was at the moment of pulling the trigger - well, below that point, because of gravity.
This of course is no 100% proof that the issue doesn't exist, but I don't see it.
