I get the same error message. I can log into my steam account with no problem, I can even log into my AA3 account. Suddenly I can't log into Proving Grounds with the same log in information I use for AA3. Looks like its a Proving grounds problem, and not steam.

I am not sure if this helps but when i do "verify integrity of cache" there are two files that return as lost or corrupt. After it fixing the issue and i try and log in the same error happens again. Then when i exit the game and try to verify integrity of cache again the same two files are lost or corrupt and the cycle goes on. Sadly steam does not tell me what the two file names are.

The two files the get reacquired every single time are the two Punkbuster files. If you have MORE than two, there are other issues. You may notice that you have to do the PB setup each time? That is because of these two files.
Other than that, I don't have any answers.

Had this error happen to me back in july, hence why i uninstalled this (and GTAV for similar issues). Reinstalled both 2 days ago and played all day without issues. Last night and today, however, both are showing the same exact symptoms. AAPG specifically spitting this out at login "?INT?AAGame.HttpStatusMessage.0?". I'm starting to think this might be a steam related issue that devs should look into, unless there's already a hot fix for it.

All of sudden i get this annoying "?INT?AAGame.HttpStatusMessage.0?" message since yesterday evening. I changed or downloaded/installed nothing. Its impossible for me to login to the game atm .
GUYS! I HAVE FIXED THIS [mod edit] .... Enter ANY FAKE INFO as your E-mail address and a fake password, it'll say user not found, then type in the real info and it should fix it ... I've also forward TCP and UDP port 443 cuz that's what the launcher said.....
If starting aapg while no wifi/offline punkbuster will kick you every join after starting it after that
Start aapg say yes to let punkbuster update/make changes. Start game again say no to punkbuster update and start.
Otherwise verify game cache in steam is 90% of the times the fix.
If still no succes start aapg from the folder. Not starting it with steam!

besides checking and replacing any corrupted files this will also kick off a punkbuster update and try to automatically set firewall permissions.
