Lagging Out With Flash in Hand+Map Voting Bug

Twice tonight when I've went to throw a flash, my character has completely frozen up. I can move around but I can't throw my flash or switch to anything else. Has anyone else had this problem?
Another problem is that map votes keep repeating themselves. They're blank, at least for a fair number of people in the server, but the votes still work for the people who can see them. No one is initiating the vote; they replicate themselves over and over. It's really annoying.
