Played some matches today and it seems like votekicks are back. Any explanation on that, is it a new polished voting system?

Ya just can't win. Someone yells "cheater!" and Comp says "Ya right. You always accuse people better than you!"
Someone says, "Wait a minute! Let's be sure first!" and Comp yells "Shut up stoopid!"
Make up yer mind, yo

It's relatively fair to broadly classify cheaters in two camps.
"Rage" cheaters don't care about getting caught; they enjoy watching people react. They don't try to hide their tracks. They will kill an entire team in a split second, line-of-sight permitting: I'm talking killing 5+ different people in a circle around them with instant automatic headshots. No attempt is made to look like a normal player. Every round ends as soon as they encounter the enemy team.
"Stealth" cheaters try to look normal. They want to be better, but don't want the stigma of the cheating label. This is where you get people thinking they see evidence and trying to turn subtlety into significance. It's why player-driven replay analysis systems (CSGO's Overwatch, eg) take so much effort to get right.
I understand your point about not drawing conclusions, some players are elite, hypocrisy of it, etc. The blatant examples of rage-users, however, really are instantly obvious by design and intent. They want the attention, whether to market their product or for the sake of trolling.
Being good at playing a game does not make me a more valuable person. If someone beats me, that's okay. I'll fight the frustration and try to be MY best. Too many people seem to take their self-worth from this. THAT is what the driving force for cheating is! Think about it!
(...and yes, I do get frustrated: At myself.)

Finally!!!!! I Have arrived!!!!
Took only 13 years of committed dying to reach the lever of being accused of hacking!!
(then I woke this morning playing like normal, ahhh the irony)!!
Pretty much agree, although there's a grey area made of plenty of "little tricks", they often don't get reported or noticed. But actually, the game really makes (and made) for a few exploits.
Quote me on where I said any of that. What I said was tongue in cheek. Betas on this board like to act like they know more than the typical gamer (yea I know, just like comp). Neither group is right every time. It's certainly a case-by-case basis. There are 'comp' players who are complete tards, just like there are betas who are complete tards.
When one person says obvious cheats, sometimes maybe it's not so obvious at all and we're just watching a skilled player. When another person says obvious cheats because they're spectating a guy flying around the map, well that's a completely different story. So to jump up because he said there was an 'obvious' cheater isn't necessarily the right thing to do. Was it 'obvious' because of scenario A, or scenario B?
Part of the issue here is that we're not supposed to use these forums for accusing people, because often "Good Players" get accused....yes....I'm standing up for the Comp community on principle.
Regardless of how CLEAR a cheat appears to be, it's just better not to go there. "CLEAR" can still be subjective, to someone.........it's just not PROOF.
