I have a problem

Ok so my problem is FPS and how low they are in game , My system specs are as follows, now keep in my mind im well aware the video card is not top notch its a mid range card but i should be able to get higher then 25 fps in game . so heres the specs

Windows 10 enterprise edition
intel core i7 4790 cpu @ 3.60ghz
12 gb ram
64 bit OS
graphics card nvidia gtx 745 4 gb

Myself and wolverine tried a few things last night in the way of different settings and what not , making sure there was no onboard graphic interference and making sure everything was running right using cpu-z and programs like that . My problem seems to be in the fact that it does not matter if the in game settings are all high or all super low , FPS does not change one bit . we deleted all the INI files in case they corrupt but it didnt change the fact , it is like the in game setting were not working . I decided to post here because there is always someone who has had the same issue. so any help would be awesome . and remember before stating its the graphics card i am aware its mid range but it should be able run more then 25fps on this game

    64 bit OS
    Nvidia GeForce GTX 950

    Always 90 fps I could set it to more fps but no reason to do so.

    Also if it helps I got the same fps with GeForce GTX 550 Ti.
    only thing I see different here is you run win10 and I run win7 maybe that's the problem.

    It could be windows 10 but i did not think so because all my other games run faster and better on win 10 . But that does not mean this one will i guess

    Yes after the update i also have just around 30-40 FPS on every map.

    My Specs:
    AMD FX 8320 @ 4,2 GHz
    AMD Radeon R9 280X
    8 GB RAM
    Windows 10

    I think it has to do something with the update because before my FPS were ever around 90-100.

    i do agree somewhat there but i could not say for sure as i never really checked my fps before because i always ran smooth , this just came to my attention yesterday when all of a sudden i started jerking and bogging down in game . i still figured id post it here in case someone has a fix . I did notice a lot of people yesterday saying fps were bad but it seemed to be only nvidia cards , all radeon guys said they were running fine

    nvidia gtx 745 is a "scam", its yesterdays low end card(GT 640) renamed and fitted with lots of slow vram(ddr 3)

    did you and wolwy try low res also?
    Resolution is the single setting with the biggest impact on performance

    yes we did and no change at all to fps and as i stated i know its a mid range card but it should still get the fps i need , but thank you for pointing out its a "scam"

    I know a gtx 750 ti sc can get you steady 45 fps @ 1080 (on an old build with win 7 64b). I would expect a 745 to get a bit less.

    Yeah frank, that was the first thing I noticed the gpu's ddr3 vram. I thought it was odd, since are ddr5 now, I thought it was bit low. I couldn't find anything else really wrong, except the gpu being bit low.

    yes until this morning i benchmarked it using novabench im not sure if this will help anyone

    Check if u have had gpu update . If u have go to your gpu settings and max everything out and apply . Then check game . Recent updates will knock back settings because they have included more of them .
