Card drops have nothing to do with the weapon you are using. This is a Steam feature, not an in game one. You just get random card drops every hour or so that you play.
Those cards can then be traded or collected to craft a badge. Doing this will give you stuff like AAPG Profile backgrounds for your Profile on steam, AAPG themed emotes, etc.
I'm still curious how AAPG as a free game has cards. Did they threaten to blow up Valve headquarters? I mean, if I was the world's most powerful Army, that's how I'd get people to give me free stuff

Yeah its quite unusual for a free game (aside of the ones like csgo/tf2 where you can buy further game store items and then get more cards because of that), nor it makes the cards that much useful or convenient to sell right after because being a free game thousands of low valued cards will be on the Steam market...really, I don't get the purpose.
Also got 3 rifleman, kinda funny, but I happened to get about the same kind of thing with many other games so its related to how trading cards work (it pushes you to use user to user trades or the steam market to buy/sell).
Only the one who buys the needed cards...steam card drops work in a basis where drops only provide you theoretically around 70% of the cards. In practice, they only provide you maybe 3 or 4 different cards over 5/6 drops if you're lucky (e.g. with the full set made of 8 cards).
You receive 50% of the number of cards in a full set as random drops from buying/playing a game. You can craft a booster pack from gems for 3 additional random cards. Completing a set almost always depends on trading or purchasing from the market.
I've seen a few Devs and Betas with the level 1 badge already. I'm sure others have as well.
I think achievements require more technical work than cards...cards are probably more about the artwork, and I reckon there's also someone who works on a aapg comic? (Or a similar sort of thing) Perhaps the same graphic artist worked on the cards, just guessing.
