Comcast caps internet in the U.S.A. I've heard of others too, and I know TWC tried to cap people as well in 2014.

Expect fiber and cable to out-perform DSL for latency, but the cable and fiber latency numbers look pretty similar. There's maybe a slight edge to fiber, but it's only looking at two companies.
Realistically, network congestion and routing is going to play a bigger role in latency.
Packet loss may be a bit higher for fiber among the companies studied.
While I don't like that Comcast is experimenting with data caps and think they're overpriced (...along with the rest of the US market), I have had good+reliable service.
In the end, your experience with either product is probably going to be very similar. Unless you know something about AT&T vs Comcast service/congestion in your area, I'd just go with whatever's cheaper.
I'm in Chicago, and I wouldn't touch AT&T with a 10 foot pole. They suck. I had them for one month and they are horrible. I have Comcast, been with them for Xfinity .
And no cap here. I probably do around 15 gigs a day roughly and NO issues.
