I definitely expect that it hurts server browser responsiveness, but the current iteration of the browser works well. This was more of an issue in the past.
I would expect users to either filter out empty servers or sort by population (am I giving too much credit?) and then having spare servers doesn't hurt anything -- it just provides better ping options when players do try to populate an empty one.
It probably creates a bit of an image problem with users seeing empty servers and getting a poor impression about population... but clever filtering rules ("Only display 3 empty servers without user enabling empty server filter") could limit that. Just spitballing there.
Is it better to see the first 10 of 400 servers, smart-sorted to show you low ping and high population ones first, and never know many are empty because there's no need to scroll ... or is it better to see only 40 servers currently have people in them? Which creates the better player perception?
So, kind of two issues.....organization, and options.
I'm not really suggesting we reduce servers or involvment, I just wonder about the psyche of "Oh, it's empty. I guess I'll go elsewhere" and what THAT means for the community (or for investing ideas in game hosting companies.....)

This is it, unless you make it super easy to download and join quickly, or force people to play UMMs (which would just make people leave), most people are not going to bother.
Many people won't play some maps that are official (I hate Red Line), so unknown maps that are not necessarily finished will not draw people in.
The other thing is, those people who live by frag rates are not going to join UMMs because the maps will not necessarily suit their play style to keep their K/D high.
You join the server, the game downloads the maps for you, you play when download is finished. How much easier could it be?
What internet connection do you have? 20-50MB/s?
For those with slower connections, maybe <10MB/s, you click to join the server, wait 20-40 minutes while it downloads 2.7GB of UMMs, at which point you've got bored and decided to play something else.
Some people have a life, and might only get a hour to play in the evening. Wasting half of that waiting to download is not gonna happen for some.
you may say, well you only have to download once, but some people do not see it like that.
Really aren't too many options here .. you either DL or you don't play

Another couple things that the browser needs:
1. Highlight servers that are currently playing UMMs a different color. It's not too easy to spot UMM servers once you've subscribed to the maps.
2. Allow for a map filter of UMMs (not by specific map, just general UMM). That way I can easily press a button and find a server that's currently playing UMMs.
If you join the server using the open ip.ad.dr.ess in the console then as long as your client has the current UMM you can join immediately.
I understand your point with DL speed and time, I don;t understand how the game is at fault for a slower internet connection. Having a large number of UMM's on a single server is really the issue here. I know BeerMe has upwards of 60+ maps on a single server.. In a situation like that I would recomend downloading the collection on Steam
I'd REALLY like to see a server that rotates small map packs per night. Eventually you'd get all of the maps if you played enough, but it won't kill a new player just checking it out for the first time.
