    Small (but important) update.
I installed Win7 as per some user's (Flatlander) suggestions. I do remember I had no issues with microstutter with my previous CPU+GPU combo on Win7. It started happening around the time I upgraded to Win8.1 prof.

So long story short: all the lines in stat unitgraph are flat as a horizon under Win7 :D. No matter how long I play, they stay that way. I have 200+fps on inner hosp. with 24 players on the server and everything maxed out in the game(AntiAlias. on 6x). Now it feels like I'm playing on LAN :D. It;s totally different experience than under Windows 8.1. So whoever has this issue, it's worth a shot IMO.

PS I just installed Windows 7 SP1+ bit defender+drivers+some win updates+ migrated the steam folder from my other partition that (still) has Win8.1.

I have a new theory (will test later), what if you have the game stored on a SSD but the config files (.ini's that are read by the game) in a separate location.. stored on HDD?

Usually both are on the same HDD, they go to your C: drive by default.. The game in your steam location, usually the 'program files' folder and the configs go in 'my documents' which are both by default on your main drive.

But.. if someone for example moved there steam library to another drive or changed their documents location to another drive, that would then separate the two locations.. and may explain why some get the issue but not others. Worth a look, will update later with results.

I have my files on two separate mechanical drives. One for steam and another for windows

    You don't get the stutter?

No, I do get some subtle decreases, but normally runs 75-90 with no troubles

I'd be interested in hearing off anyone else who gets the stutters actually trying this to see if it helps.

I fresh installed windows on my new PC and left everything in the same location (rather than move my documents off to a HDD) and so far I aint had any stutters, literally NONE..

That could be down to two things, my new PC has sorted it, or my theory was correct, only wish I'd of thought of this BEFORE I updated my PC

I should add that if I install the gaming evolved program by Raptr, all games OOB are unplayable. I install video driver only.
