It all depends on which side he was rushing from.
If he came from attack side, it makes perfect sense for the enemy to sit inbetween red stairs and construction.
If he came from defense side, why is the enemy then camping unconsted inside red stairs and shooting 4 people in total rushing gas station? I just assumed from the scenario he presented he came from attack side because it seems most likely.
And even then, OP did state shots coming from red stairs so yeah. There's no confusion.
I think you mixed up what OP was talking about.. he got shot from red while moving around gas station. So he found it funny how the one in red knew his position.
But anyway, it's probably same guy as I spectated a few days ago, obvious wh.

yeah that bit was bit confusing indeed. The position to lean would be more like towards blue..
The OP's original suggestion, a player rep system, could be good for monitoring things like abusive language or ROE violations. I think it could be much more robust against abuse than the current vote kick system. The vote system only samples players in a match at a given time, so a player can game the system by always playing with buddies that vote with him. A rotation system samples more players across more instances so those negative interactions stack up over time to reveal underlying behaviors that could otherwise get masked.

Heuristic detection methods have a learning period before they can be confident about a verdict. (Efforts like team-des C-o-M or istats.net)
Signature-based systems like PunkBuster go through waves and new programs roam free in between those updates.
Reputation systems like metabans.com can be gamed and depend on being able to link accounts.
Live admin review is subject to error.
The multiple account issue is, in my mind, the strongest argument for mandatory training to slow down how quickly a caught player can return. It's not foolproof, but it may stop the less motivated. It's also becoming more common, I think, for games to have some extra barrier to entry. I think LoL requires a minimum player level before ranked play; the same goes for CS now. Yes, it'd be an extra hurdle for new players, but that might ease the entry to multiplayer for the most green of green players...
