Modifying .ini for lower ping.

I just started playing again after taking a few years off and i remember there was a way to modify an .ini file to get a lower ping along with a couple other little adjustments that could be made . By chance does anyone remember what file it is and to which modifications can be made without breaking the rules. Also, does anyone remember the clan Alley Bar & Grill? If so is there any of them besides me still play?

Nothing in the ini that could lower and/or improve ping, join random servers and see what cvars they check before doing any changes to your own.
