Movement and Lag

Since the last week or two I am noticing the character movement (sprinting, aim/shoot) are slower than before. Just curious if this is tied to a recent update? Are others seeing something similar.

I've not had any hardware or software changes in the last 6 months atleast, and the only thing I can think off is either an update, or Comcast "upgrading" my network.
