Modding with UDK

Would something like this work for AAPG? using this same method could we use this to make a mod.

I've found I'm very intrigued by some of the stuff I've been learning, but I sadly figure it'll take me another whole lifetime to learn enough. So, I guess I fall into the 'why the heck am I posting in this thread' category. Sorry, Doba.
I do remember some of those mutator packs and stuff in the old, old Unreal Tournament from way back. I bet 'some' of it is possible with kismet, but....? I figure the Army would have to open the game code for mods to add on or 'hook' but I don't see them doing that, honestly.
