Mouse Lag [Updated]

Hey guys, so I'm experiencing some mouse lag in AA, both in the main menu and in gameplay. I've never had this before, and it doesn't happen in Windows when AA is closed. Also, I noticed while spectating that all of AA seems to be laggy like it's never been before.
I initially thought that this was due to a windows update, but I did a system restore to prior to that update and it didn't fix the lag. I first noticed this around Dec 26 or 27 and it's been laggy (unplayable) since then.
Any ideas what could be causing this? I don't think that my AA settings have changed. My computer itself hasn't changed. Could this have something to do with a steam update?
