user made maps not downloading

I've tried everything and now I'm at total loss.
Trying to get into a server it simply says "Downloading 0 of 46" and is just stuck on that. No matter how long.
What I've done:
1. Unsubscribed from all maps
2. Uninstalled the game
3. Deleted all files and folders related to america's army
4. Reinstalled the game
5. Verified game cache files
...still does not work.
Should note I never had a problem downloading maps previously, so this is a new issue for me.
What does happen is that it does seem to subscribe to the maps, but just not download them. So now I have this:

Any ideas? Just about given up here.

I believe it was a combination of things.
1. lobo's recommendation to double check that background content downloads were enabled in settings on Steam
2. i then logged out of my steam account and logged back in. everything started downloading right then. maybe something in my steam got 'stuck' and logging out and logging back in helped unstick it
