I've been having performance issues not only on our game, but on several others I was playing fine before changing to W10.
Naturally I assumed it was due to W10, but it seems to really be an Nvidia driver issue. At Beta Tester Hawkeye's suggestion I rolled back to the 353.30 drivers and POW back to normal.
Worth trying for any of you with issues.

355.80 drivers are still in beta though so technically nvidia has not released it officially yet...I'm using it though no issues with Black ops 3 beta.
*EDIT* The new 355.82 drivers work well with Win10. Thank you Nvidia!
I upgraded my moms computer and mine and did a full reset on both right after the upgrade its the smartest thing you could possibly to do to avoid any issues/conflicts, upgrading without doing a full reset after is bound to cause issues, and some of the issues it can cause you won't even see or notice.
You can select/check this from nvidia control panel (right clic under desktop) > Manage 3D setting.
Maybe for some user is good idea to set on Global setting use Nvidia GPU and not auto select.
If after this you have a crash start. Try to press esc key once after the first pop up close when you press play button from steam.
