Good example would be Border. The m24 rifle scope doesnt let you see farther, which it should. All it really does is zoom in on things.

Fog on = Equal playing field for all specs of computers.
Fog off = Only players with cutting edge systems can play.
Like another guy said. This evens the playing field for all players no matter the spec of their machine.
You might not like it but its the same for all players [MOD EDIT]

I tend to agree that there does seem to be a bit too much fog at times, another issue is that fog is not consistant with every video card and driver, some do it better than others and it would also take out the worry of some people not having fog while others do.
Fog actually can cost framerates, well what I mean to say is volumetric fog does, being a mapper myself I think what's being thought about in terms of saving framerates in larger maps in this conversation is actually fogclip, which works differently and does help as described, though aside from Bridge the maps seem pretty small as far as all out distance across to actually be worried about that and most have blenty of brush work to block the view across, I think Epics scale command might be a better fit if this is already becoming an issue since I hear the characters are ten feet tall in reality, which seems to me like a lot of wasted detail and framerate for these tiny little screens we use in comparision. On another note models can be quite costly in usage as well.
You can also use blocksize to help in addition to proper hint and portal usage when applicable, proper caulking and clean brush work of course go a long way as well, in addition trying to minimize the use of new textures frees up more memory, I have little ideal as to how much of this is actually useful in Epic engines and it may use slightly different terminology, since I have never actually mapped for one of their engines and my experience has been with ID engines, but may as soon as GTKRadiant can do so or they come up with something reasonably close I may do something useful in this area, I just feel the current tools I've seen are too clumsy and difficult to use at best, but I think the problem in regard to the fog complaints may be that the _farplanedist seems to be too close in some maps, like for example Impact, and/or volumetric fog is being used.
I don't know if there is going to be further development on AA2 however since AA3 has been released though, I'd venture to guess no however, but that's just as guess based on historical data.

If you don't like the fog much, you could always make a map with less/no fog at all. Fog is coded when maps are made, pretty sure it has nothing to do with server/client. And as for the fog goes in my opinion it should stay, maybe decrease it a tad bit. Mainly for the reason when that's off, you would be dead in within the first min or so with people with AR Sniper or M203. Just my thoughts on this.

From what I can see they are using volumetric fog in Impact and so far AA3 has more than AA2 IMO, per amount of maps. The three biggest issues for me are the differences in video drivers and hardware and cheats which turn it off and the performance hit, though I personally love the fog in real life, particularly when it comes to stalking and killing things in it, the rain is nice as well and when the two are together......
